Parking Permit & Road Closure Requests
VCU Police assist the community with temporary street parking space reservation and physical security related to road closures for special VCU and VCU Health events near the Monroe Park and academic medical center campuses.
It is the responsibility of the requester to meet all deadlines, submit all required forms and follow the appropriate city procedures for permits and payment. Important: Failure to do so will result in a denied request.
Temporary parking permits
VCU students, employees and visitors may request a special temporary parking permit. Important: Applications must be submitted 7-10 business days in advance.
Request process
- Submit your request: Complete the Special Temporary Parking Permit Form.
- Pay for your space: Visit the City Parking Pay Site to submit your payment: https://www.parkrichmondva.com/
- Provide proof of payment: Send your payment receipt to finalize your request application. Failure to do so may result in the denial of your permit request.
Note: The city of Richmond retains the final authority on all payment approvals and decisions.
Where to Submit Your Request
- VCU Affiliated Entities: Submit your application directly through VCU Police Traffic.
- Non-VCU / Outside Entities: Submit your application directly through the city of Richmond.
All requests must be submitted 7 to 10 business days before your scheduled event. Questions should be submitted to traffic@vcu.edu.
Road closure requests
VCU Police assist VCU-affiliated groups with this process, which goes through the City of Richmond for approval. For all VCU-affiliated events that require road closures, VCU Police Special Events Coverage is mandatory. Please read the below guidelines in full.
Request process
- Contact VCU Police: Email traffic@vcu.edu (subject line: ROAD CLOSURE REQUEST) and include details about your event such as date, time, location, estimated attendance, etc.
- Register your event: You must register your event with the City of Richmond Special Events Office (804-646-0761) before your request can be accepted by the Richmond Police Permit Office.
- Fill out the form: Complete the official Road Closure Request form: https://www.rva.gov/police/street-closure-permit-application
- Submit for review: Provide all required documentation, including a completed Road Closure request form, to traffic@vcu.edu. VCU Police will submit the request to Richmond Police on your behalf.
- Deadline: The completed form must be submitted to VCU Police at least 21 days before the requested road closure date.
Mandatory Police Presence & Fees
All road closures directly related to VCU & VCU Health events require Special Events Coverage by VCU Police.
Important: VCU affiliated events must submit the city of Richmond Road Closure form AND the VCU Police Special Events form.
- Security Requirement: All approved road closure events require a mandatory physical presence from the VCU Police Department (2 officers and 2 police vehicles).
- Payment Responsibility: This security detail is strictly mandatory, and all associated costs and fees are the sole responsibility of the requester. Detailed pricing and policy terms can be reviewed on the Special Events Coverage page.
